Stacy Abrams ran unopposed, this opened up to allow for the Dems to "pick" the Republican candidate. They probably didn't care about the Senate as much because they may have been able to split the ticket or Warnock was unopposed. Just a thought.
Actually, the Walker rave only shows 97% reported as there are other candidates cut off below the picture that received the other 3%. All 100% of the vote is accounted for on the governors race ticket. Therefore, 1,193,161 votes in the governors race and 1,139,248/0.97= 1,174,482 for Walkers race, or only about 19k less.
