But now I've looked into it a bit, it seems it may be old footage, after he was VP and before he ran again to become resident potato.

But (and I'm not native to the USA) don't ex VP's also have SS protection?

It seems strange that nobody's on the open side to the road, or behind the vehicle, and just an ordinary driver unless that's a relative and he's placing in the baggage. Even still I would expect to see protection around him?
