The planet is headed for an ELE. In their view you and all surface dwellers are toast regardless. If they can remove 7 billion or so before the event it increases survival rate for those who will go to the deep underground bunkers,...likely for a generation or more. The rich and famous would prefer not to go underground just to die there. They are running out of time. The loss of 4 years was huge as the event cannot be put off for even a second.
