Not a federation, good guys are just good at cooperating with each other(bad guys, not so much, which is why they like rules and rigid procedures for everything).

If a kid sees a college class they may think the teacher is one of the students, not really teachers as such but they are even better at cooperating with each other and they have been referred to as a 'council' and humans being humans they assume them being the leaders of a 'federation'..

The same dynamic as when stupid people misunderstand smart people........
