IMHO I believe the first "the" is just a common typo for "that", in this case a coordinating conjunction.
It would have been grammatically correct to omit, since he'd used it in the sentence already. But it's pretty common, in colloquial speech, when using it very early in a long sentence to (needlessly) repeat it just before completing the sentence.
