Maybe, you should also ask why most mass shooting are hoaxes or ff? Why aren't there legitimate mass shootings or acts of domestic terrorism? How do cops continually bust X pounds of drugs with a "random" traffic stop?
I don't subscribe to the idea that the DS and NSA are superhuman. Evil, yes, but they no amount of money and manpower can monitor stuff so closely. It's just not possible. The level of sophistication required would be like nothing we have ever seen before; definitely not something the government is capable of.
Remember, nobody really knows what's going on, and we're all kind of faking our way through it. This goes for you, your coworkers, your bosses, doctors, lawyers, judges, politicians, law enforcement, etc. Nobody has it so tightly together that they can recognize every potential political assassination and intervene in time.
To have an actual eye and ear on everyone at once may be impossible, but technology to keep a database of everyone- which they can then use to get details on any individual...that's a different story. Hell, look at what just the average civilian can dig up on someone if they just used what's available to the public.
