I spent half my adult career doing imaging (that's how I got recruited to the 'night job'). It looks like it was shot with medium quality telephoto lens, around mid focal length (probably 100-150mm), APS-C sensor set to about 640-800 ISO to avoid motion blure (mild banding in the dark areas), and probably cropped to about 50-75% of original size.
People are so accustomed to perfectly processed images that they forget how shitty a candid photo or reconnaissance image can look.
