Criminal charges are unlikely. What do you think they would be charged with? Supreme Court says cops are not required to protect.
How about aiding and abetting multiple homicides? Or even better: conspiracy to commit homicide and false imprisonment along with felony murder for the deaths of the people killed by the co-conspirator?
Of course, that all depends on what can be proven that certain people had knowledge about. Which is very difficult to obtain from an uncooperative department. Probably a pipe dream. But likely the only explanation that makes sense why they'd not cooperate.
There is no proof of either of those things that I know of. Share if you've got evidence of that. I'm not saying it's impossible, but cart before the horse.
I have nothing but psyop media reports to go on. I was merely speculating on possible charges. Of course it depends on what proof exists.
