mRNA technology has been around for years and his EO may have been smartly leveraging it for a pandemic assault he knew was coming, or very possible. What he was not able to control was the evil version of the mRNA vaccine that the cabal put out.

With his EO, he positioned himself to force the vax development to be faster so that we were not controlled by fear for years. Just because some evil people hijacked the vax process (actually, they had already created their poison) does not mean his EO was part of it.
