Quite right. This is why the Russian forces are slowed in their movements. They are allowing the evacuation of women, elderly, and children before going in city centers. Mariupol is a good example of this and the reason why it took the Russians so long to secure it. It was the Ukro-Nazis that were using civilians as human shields. It continues to be the preferred atrocious tactic used by the Ukro-Nazis as evidenced by setting up defense forces in schools, hospitals, residential areas, and refusing to allow evacuation of civilians.
