and many now get cold drizzle showers... If you have a tankless/ on demand water heater they are triggered by pressure. These restrictors effectively shut off hot water as well as reduce total usage. Punishment for folks who do not comply. Just the start. Todays flow will be reduced another 50% or so by end of summer.

Not new. The device, maybe. In the 80s we had water rationing. Had to water the lawn on Tues and Thurs only. But they didn't police the swimming pools. It's always been clown world in SoCal.
