I think it reads correctly - it says serious reactions that affected greater than 2 % (meaning, they disregard mentioning all of the reactions up to 2%, though they still actually happened). They then mention the actual percentages of the 'over 2%' in the ellipses.
I agree with your point - this is a little different than usual presentation.
