Can we all agree that Q team somehow stopped the vote flipping/cheating for HRC in 2016 . . . So why did they allow the fraud to succeed in 2020?

I am not at all sure that the vote rigging was stopped in 2016. I think they could have been caught out by the massive Trump vote.
You can't just keep adding votes for Hillary because you could get to a turnout of over 100% and even Democrats will have a hard time putting that one over.
I expect they prepared in advance the ballots for the people on the voter rolls who would not be voting then, on the night, sufficiant could be mixed in to the total to sway the vote. If insufficiant had been prepared then that would also be an issue that would be difficult to resolve in the timescale.
For 2020 they upped their estimates and made sure that even with a Trump landslide the results could be massaged to give the right answer and would not look too suspicious. Even then they failed in part and had to shut down the counting while even more Biden votes were "found" but their contingency planning worked.
