Fred Upton (MI) knows he’s on his way out... he didn’t have a snowball’s chance in hell of being re-elected so he announced he’s not running again earlier this year.

His vote is for spite and revenge against all those who ended his political career.

P.S. He’s also one of the four House RINOs that voted to impeach Trump.
