Also, "presidential transition* in context likely means "an entire cabinet transition to a shadow government, including all departments within the executive branch, such as commerce, energy, defense, interior, etc". That's why it's the largest transfer, because it's the ENTIRE thing. And space force may be the "department" of the air force that transitioned with it, or at least bridged the two governments.
