Actually, this is wrong. When my wife had an immigrant visa and was living in the states, she registered for a drivers license. Shortly afterwards, she got a summons in which she had to decline saying she was not a citizen of the united states.
So, the jury summons are based on drivers license registrations and not voter registration
Yeah,I didn't register to vote for a couple of years after turning 18 because I didn't want to do jury duty and I still got a summons. After that I just registered to vote.
I don't know if it's this way everywhere (I'm in GA), but I remember when I renewed my license, on the electronic form there was an already checked box that said something like "if you do not wish to register to vote, uncheck this box" or something to that effect. And it was in very small print. So, when getting a license, the default was to register to vote, and you have to specifically uncheck the box to not register. I remember this clearly because I had to uncheck the box every time I renewed my license (didn't want to register to vote until 2016). Maybe that's how it happens.
It's slightly different in california. You have to check a box to explicitly register to vote and then the DMV at that time had to check if you were a u.s. citizen. Sadly, they aren't allowed to ask of you are a citizen now.
so they use driver's licences as their voter registration.

the 449,163 declining jury duty may be valid visa holders. You would need to subtract off the number of valid visa holders residing in california from that number (or at least include the number of valid visa holders). The remaining would be illegal immigrants.
And even with that number, that only gives you the number of illegals that can drive but says nothing about the number of them that tried to vote
Different jurisdictions have different rules, I think. Where I live, you have to be registered to vote and then get a speeding ticket. lol
