Tornadoes are rare in the Chicago greater metropolitan area but they have occurred. I don't doubt that the weather is manipulated but this is not unheard of, really. There seems to be a lake effect that protects but anything inland is susceptible. I grew up in NW Indiana (20 minutes from the Loop) and lived in NE Illinois for almost 40 years so we saw a little of everything.
