We can agree on the FBI. I think at least 95% of law enforcement should be controlled from the local level with very little left to the federal government.
There are instances where SWAT is needed. If they can stop the justice system from releasing criminals those instances will be less frequent.
I agree 100% with you on the first part, but if you read about the history of SWAT, it's not what you think. It started in LA for reasons outside of law force. It's a function of the military. IMHO, it's role belongs to the National Guard.
