OK, but it is a good first step.

First you create a global organisation that has fingers in every pie all over the world. Finance, defence, environment etc all well covered.
At some point you need to get this organisation globally funded. I believe that is the job of the climate scare. Initially we would need a global tax to fight climate change but some of that would be taken to adminster the tax and direct the funds.
Gradually the overhead element would grow to fund the entire UN. One cent a day per person will net $29 billion per year.
National governments could be gradually wound down. Their leaders would be replaced by wimps who would do as they were told. US, UK, Oz, NZ, CA, GE etc, I am looking at you.
Then it will be time to flip the governments. The UN will be elevated and national governments will be subsumed.

Things seem to be well underway.

It all started in 1871: Universal Postal Union. When all these institutions are tracked it becomes clear: 1871 -> 1945 is an era where all these institutions were founded, morphing van appearance from one to the next.

You will not find it in the history books.

It is like rep. Putman of Texas expressed in 1933: central banks and the organizations that row up around them. .... will make the people homeless on the continent their forefathers conquered. ....

And of course it is quite clear who are then in charge during such a neo-feodal system augmented with the digital life.
