States were set-up with access to resources in mind. The borders haven't changed for a long, long time. So why are they so unproductive?
Because, much of those resources are still just sitting there, kept barred off from the Citizens behind Liberal Federal Policies and Bureaucratic Industry Regulations.
Get rid of the Federal overreach and corruption/collusion, and you'll find those States who aren't pulling their weight spring back almost overnight. People would flock to those States looking for labor to fuel their bustling economies.
Even tourist States have something to offer. A Location itself is a commodity, and when used properly can make bank.
True, they can't compete because of government overreach, but how likely is it in the face of Secession 2.0 that leftist cities are suddenly going to become bastions of productivity and small government?
Most productive states also have decent tourism areas, including Texas and Florida.

There's no saving Leftist Cities, no matter what States decide to secede.
Crime will make it impossible to raise a family there, and in about 15 years you won't find a single fertile family anywhere near them. Any who currently exist are already part of an exodus out of these cities. They've simply bred too much violence to be safe, regardless of post-secession policy, laws, and regulations.
Things will even out in about 40 years, and those cities will return to industry and office centric businesses with hefty pay-checks. Buildings will get gutted and 2-3 current-sized apartments will be joined to provide homes to support the worker's families. Once all the criminals die off, people will be practically paid just to live there.
Shipping, fishing, tech, textiles, and engineering will resurrect the cities.
Well, that is, if they abandon Liberalism.
Otherwise, every city will just turn into what Detroit currently is. Vacant, criminal, and a feeling in the air of spiritual decay. Not far from ghost towns in Old West tales.
