Russia signed an agreement that a buffer of Nations be between them and US-Backed European countries after the Soviet Union was dissolved.
Russia allowed Ukraine to form under the guarantees NATO and the US not house ANY military personnel or weaponry there that could challenge the fledgling Russian Republic.
This is why Putin is justified in taking Ukraine's eastern border, because he found guns and weapons of mass destruction there, as well as plans to use them against Russia and even the Ukrainian people who supported and wanted to go back to being Russian. Ukraine and the US broke the post-Cold War agreements not to station arms at one another's doorsteps.
As for comparing it to the South vs North and Texas, Mexico is not a political threat to Texas. The Cartels running smuggling at the border is a threat, and it's a problem Texas has.
While it is the Federal Government's job to ensure a State not be overrun without Federal aide, it's always been Texas' job to keep Texas' border secure. Legally speaking, Texas has little ground to secede when they still have the decision to challenge the Federal Government in court, if needed, so that Texas can deal with the invasion all on their own.
