I don't think this is how devolution works, is it? Rather, devolution involves devolution of the authority of the government to military organs. Resumption of government coming out of devolution would not simply return to the previous status, I think. Devolution means the Presidency is no longer active, and instead the military organs are running the functions of the executive.
What happened in the Philippines was not exactly devolution; it was government in exile. The Philippines Presidency never changed but simply continued operating in exile. That's a whole different ball game, seems to me.
