This makes a lot of sense until the middle.

I dont see Texas sending Natl guard to Idaho, likewise I don't see New Jersey natl guard going to war with Texas.

HOWEVER, the interesting element to this is having the natl guard deployed for a long enough period of time for it to be considered "normal", then boom :)
