I would bet it is a joke. One of their constant complaints is that men are controlling their reproductive organs against their will, not true, but thats what they push. This post looks like theyre attempting to create law that is a direct opposite to their perceived problem. But it just makes them look even more insane to fence sitters because before the fencesitters just thought it was about rape and sad little girls who diddnt know better, now they see its far far deeper than that
