TWSUF is right about the interpretation of the post.
To evaluate its underlying meaning we have to understand "time". The current basics of our understanding of time are in special and general relativity. Time is interesting and is intimately joined with the speed of light - a universal constant and a universal limit.
Briefly - time in relativity theory exists as a single block or "loaf" for the whole universe. The loaf is cut at various angles through an observer's present moment. The slices are the observer's simultaneity and the angles of the slicings are determined by relative motion.
So what other events are in your past, present or future are in this sense determined by your "travel", i.e. by your motion relative to other events. Q may have been referring to this fact.
Then there is a fascinating experiment of quantum optics known as the delayed choice quantum eraser, due to M.O. Scully and others (Robert Druhl, a non-physicist, originally conceived it). Scully's experiment shows (conslusively) that events in the future of other events can and do affect events that have already occurred. So in this sense future does not only prove past, future can determine past.

The Kim experiment of 1999 is the most interesting version.
All that is great at a theoretical level, all I am saying is that Q is not saying he went in a time machine and saw the future and made the posts. Its far more believable that Q team controls all levels of the world and can make anything happen according to their schedule.
