No, God didn't create evil. God created all things good. Us humans, the creation, we invented evil a long time ago because we were endowed with free will.
Then God created us with both free will and the ability to create evil, plus he had the knowledge ahead of time that we definitely would create evil and suffering for innocents, and what types of evil, and when, and for how long. So he's partly responsible and not omnibenevolent.
Either that, or he didn't have that advance knowledge and therefore isn't partly responsible, but then isn't omniscient.

If God made angels or people who couldn't commit evil they would be slaves and He would be a Tyrant.
Good matters more and is good because it's a choice.
Allowing evil to exist does not make Him evil, it makes Him God.
