Same with people moving into their elderly parent's homes (or the reverse) to take care of a parent that needs help. For that matter - nursing homes or assisted living, or even some retirement communities.

Maybe the answer is land owners, tax payers, and people forced to live on land they don't/can't own like a nursing home or assisted living. Most of those people are forced to sell everything they own so they can go to a nursing home.
