The EPA was overhauled in 2008 by Hussain to weaponize it against the American West, i.e. Ranchers, Cowboys, Hunters and Conservatives in general. Anyone who was self sufficient, independent and outspoken. The Bureau of Land Management was brought on board as enforcers. With each passing year, it became more and more powerful. Globalchange.gov anyone?
