In the US MILITARY, ANYONE who wastes government resources (money, vehicles..etc) would/ will be charged with ---> FRAUD, WASTER & ABUSE!!!

And this is found in: 6 U.S. Code § 795 - Fraud, waste, and abuse controls!!!!
