The precedent is abhorrent, and may be struck down. Making laws for people's actions in other countries is messed up. It starts with good-sounding causes, but quickly deteriorates.

You're absolutely right. IMO, it's up to the legislative body in the other country to outlaw the actions, and the cops to bust offenders.
