I doubt this is any sort of invasion force.
Both China and Russia might maintain troops in Venezuela (good luck with that)... but Venezuela is 10,000 miles away from China (as the crow flies), and realistically 16,000 miles away from China by ship. Caracas, Venezuela is 6,000 miles away from St. Petersburg, Russia.
On the other hand, Venezuela is about 2,000 miles away from the U.S. Gulf Coast. In addition, most Venezuelan cities, major highways and infrastructure are located within 60 miles of the coast line. The U.S. also has friendly nations in the region that would love to get involved.
For military exercises, China and Russia can move in troops and do whatever they want. If playing for keeps... any troops they station in Venezuela will be sitting ducks.
