Our main enemy (Anons) are the people who are still not awake and are underpinning the Cabal's plans.
The Cabal has a lot of resources, but it's main power comes from compliance of the masses. The only way to defeat them is to defeat their power over the masses and wake people up.
At that point they wake up they will no longer be our enemy, but our compatriots - helping to undermine the Cabal.
Therefore unplugging people from the Matrix is the whole point of the Q-Op, which will weaken Q's main enemy, the Cabal.
