This 100%. I saw this described many years ago by Carl Sagan in The Dragons of Eden.

Humans who operate mainly from the reptilian complex are psychopaths. They are not "crazy;" they are often very high functioning. They simply have no empathy and no conscience and are therefore capable of doing absolutely anything to get power for themselves.

I agree that incest seems to select for this reptilian complex, which is how we get more and more psychopaths.
