People used to buy from companies in Amsterdam, where it was legal. Sometimes US customs would confiscate the package, but since it was just seeds, no one got arrested that I know of. When Canada went legal, people started buying from there. And now with multiple US states decriminalizing, some people buy and have shipped from there. I think most people, back in the day, would have a friend that had both a male and female plant that would produce a bunch of seeds they'd give away.
