Given he's at a VFR altitude of 4500 for about 1 hours doing maneuvers E/W, and then switches to another VFR altitude of 5500 for about 2.5 hours going N/S, and he basically seems to be flying a holding pattern with 3 minute legs at reduced speed for a Partenavia, my guess is some kind of checkout ride or training.
Wild ass speculation though. Long time to be out training unless you are trying to build hours.
Anyway, he is now leaving the area and looks like he's heading back to Birmingham where he originated.

Same aircraft flew survey pattern in the Liverpool area 11/7. Happens all the time all over the world.
Here in Sweden they’re currently using same type of aircraft (equipped with FLIR) to look at district heating pipes.
