ENTREPRENEURS create culture. The rest of the population uses the INNOVATION of the entrepreneurs.

99% of the world is not innovators. They are FOLLOWERS of what INNOVATIONS create.

So no.

Whites as a whole don't create culture. A small group of innovations within that culture do.
