Q clearance is Q clearance. There is no difference. However - you also require the "need to know" to access stuff (and authorization as well). A Q clearance isn't some magical clearance that lets you access everything. It gives you the ability to access Q/TS materials that you have "the need to know". It's the same in DoD, although there are some other "levels" of clearance but you have to have the TS/SSBI to get to those levels (like SCI or SAP). You always have to have the need to know and authorization regardless.
