This farmer indeed faces these fines. The way this is presented makes it sound like he's a small time farmer with a few local clients. This is not the case - this is a major operation where they have over 4k clients including restaurants and others as well as private clients. The fines are being imposed because he is not following the guidelines setup in his meat business. He is circumventing the system that everyone else of his size has to be part of and circumventing guidelines everyone else has to follow. This is for health reasons but also standards for what he is selling. I am not at all that familiar with the meat industry really in any of its parts, but just reading the facts in this case can see there is more than what some of the reports are giving you.
Your comment makes a lot of sense, but were in the constitution are these laws written?
Why should a seller and a buyer not agree on terms that harm no one?
And is this not the way god intended it for us?
We have a governmental mashinery that regulates in detail our lives, but at the same time allows big companies to harm us with food and pharmacy - is this o.k.?
Where there there is no harm of a consumer, the government should keep out.

Not paying taxes is a discussion of its own.
