I think the linked article is exactly right. We in the UK have seen something like it before. We always were a feisty little island but we got very lucky with the Industrial Revolution (1750-1830 approx). We came out top of the tech league and started really throwing our weight about. The British Empire peaked in Queen Victoria's reign which ended in 1901.
Then we had two world wars and at the end the US had acquired much of our tech, they had a much larger population and about fifty times the UK's resources. Then they had Silicon Valley and the tech cycle repeated itself but now with the US in the ascendency. The US decides to be the world's policeman but pretends that it only does so reluctantly.
The globalists have been plotting to take over the world ever since the end of WW2. Organisations like the United Nations, World Bank, International Monetary Fund are all evidence. They concentrated on taking over The West but now the world is changing again. The globalists are taking over the declining part of the globe.
The Ukraine war, which was set up by the US, has polarised the rest of the world and they are now all choosing a side. While the US and Europe used to be major players when the BRICS countries got together the writing was on the wall. They are big enough to completely ignore the collective west. They have more people, more land, more natural resources and we have been farming out our tech jobs to them so they have all that as well.
I feel that the days of the all powerful West are now over.
