The short answer? Messaging.

Republicans messaging has been “work hard, make something of yourself”

Democrats messaging has been “you’re a victim! It’s not your fault! It’s those evil republicans. You deserve compensation!”

Most people would prefer to be entitled victims than hard working and self-sufficient. Blacks are no different.
