It's not part of "the plan" as far as I know, it's a result of a monetary system built on debt. This was always going to happen and is unavoidable ever since Nixon took us off the gold standard in 71. I certainly don't blame Trump for the monetary system and I hope that he has a plan to deal with this collapse in the best possible way.
