Yes. I keep saying this. A decent soldier understands his CIC is his CIC until told otherwise by his CIC. If the CIC is under duress, then he is still the CIC. Even in exile, he is still the CIC! You don't allow soldiers to pivot to just whoever says they're in charge now. FFS!
