I believe it is an allegory about the petrodollar and the "battles" over the control of oil prior to 1971-1972 creation of the petrodollar. I did not understand the "bloodline" stuff until exposed to the cabal family bloodline stuff.
Yes, I have heard that spice represents the oil and the creation of petrodollar. Makes sense considering oil is the big output from the middle east. But then opium was also a big output from there, and the whole drug economy started around the same time.
