Its clear that she didn't break because the light was green(for her). She was just traveling through. By the time she saw him she'd already hit him 2 seconds later.
Now if she didn't stop and/or at least call the police and tell them it was her etc then yeah that's messed up and a whole other thing. She shouldn't get a charge for hitting him though. He ran the red light.
The only possible way she could get out of this is if she was headed to or from congress/a vote. Then she is protected by the constitution believe it or not. Although I'm not sure if that protects you from being charged latter. But sense she wasn't at fault and her only real crime was leaving the scene in theory she could just say I was headed to a vote and couldn't stop. Then the constitution would protect her.
I don't think she was going to an actual vote though so she's screwed.
I think hit and run is legal as long as the other guy ran the light or was out of the cross walk. I sure hope so!
