The overcoat does NOT have ribbons. The rank is on the should boards. The uniform is under the overcoat. Its there. I assure you.

No branch of service wears accoutrements of ANY KIND on the overcoat. They dont. Decorations are worn on Service COATS, and UNIFORMS. NOT OVERCOATS.

I served for 30 years at all echelon levels. I assure you, you have no clue what you are talking about.
