shes doing 1 of 3 things: dropping something off, picking something up, or delivering a message (assuming conventional means of communication are compromised).

Also, there is more than enough evidence to put joe/hunter in jail, you just need someone willing to prosecute it

This is probably the case. Comms are dangerous with everyone trying to listen in lately. Much easier to strategize with her puppet masters in person so far from the US.
