Wait - but no NG was deployed, or were they? Or, do I misunderstand?

And if those security personnel were NG, they were not allowed to use riot control agents, but they did. They used smoke bombs, tear gas, batons, and guns which was against orders.

What am I missing? Can anyone clear this up for me?
