You are conflating liberal US drug law/sentencing with Eastern European/Asianic drug law/sentencing.

Don't.

You should be stating this person should not have done a drug offense on foreign land. On foreign land you do a crime you do the foreign land time. Tawain, Singapore, India, China, Russia. It sucks to be her. She/he will have to embrace the suck.
