It is odd is all. Of all the selfies I've ever taken none were in my car, and none were the only selfie I'd ever take. Is it as simple an explanation as she needed a photo for a work ID, and so she is just taking one on the spot?

Not so odd. Many people live a quiet life of relative anonymity. Working people (especially those with a non-tech or non-computer-based job), who are in their 50s, don't have a lot of pics and aren't on social media are a lot more common than one might think.
