I’ve never had my phone’s emergency alerts go off as much as they have in the last few weeks. Multiple Amber alerts, severe storm warnings, and now I just got one that said there’s a Hispanic male wielding a shotgun loose in the cornfields of a town like an hour away from me. Are they trying to keep people vigilant, or keep up the fear tactics they’ve been using since the COVID pandemic started? Or are they working out the kinks of the system to make it’s ready for some much bigger announcements in the future?

Check if other people you know who live in other areas of your county are also getting the alerts all the time. Might be a "boy who cried wolf" strategy. That or, if you live near the southern border, it might be due to the illegal alien invasion.
Someone posted an article here a few days ago, warning that the EBS is "prone to hackers" without some sort of software update. Could this be part of a counter-op to get people to disregard EBS messages in the future, believing they are fake?
It wont matter because if the EBS goes off and people dont listen they will not be able to use their phones because the internet will be down on them They will still have desk top internet with 24/7 messages and proof. Also on television so no matter what people world wide will see it.

I think these are tests of the system. Same here in Philly/SE PA.
I've never gotten one in my life here in oz. I actually asked a cop friend if it was legit as I received a text for a missing 18 year old.
Makes me wonder if its ensuring "it works".
Imho it appears to be white hat in nature. Testing and work arounds of system issues. Debugging.
